Job Description

Community and Family Resources is seeking candidates for an Outpatient Clinical Manager to coordinate the agency substance use, problem gambling, and mental health treatment programs for our Des Moines locations.

Essential Duties and Responsibilities:

  • Directly supervises the Outpatient Clinical Staff including Counselors, Therapists, and Peer Recovery Coaches.
  • Responsible for the outpatient clinical operation and functioning of assigned CFR service area(s) in accordance with Chapter 155 Substance Abuse and Problem Gambling licensure standards, Chapter 24 Accreditation, CARF accreditation standards, and other contracts.
  • Responsible for crisis calls, evaluations, treatment planning, and referrals for outpatient program clients and family members engaging the services of CFR (with the assistance of other staff).
  • Responsible for delivery of outpatient treatment activities to clients in light of such treatment plans through the supervision of other staff at CFR.
  • Responsible directly or by designation for seeing that appropriate outpatient records, including medical and others, are kept in accordance with outlined procedures; this includes all records and reports as may be required by the Iowa Department of Public Health for licensing, certification, and quality operation of CFR.
  • Responsible directly or by designation for preservation of treatment materials, such as books, audio-visual equipment, films, tapes, etc.
  • Responsible directly for outpatient staff training and development. Will work with staff on individual training plans.
  • Responsible for performance evaluation of outpatient staff. 
  • Assist the program in developing policies and procedures relating to the assessment, treatment, and level of care determination for clients; assist and advise clinical staff in total client care management.
  • Responsible for participation in the total Quality Improvement Program Plan as outlined in the Plan and as directed by the Executive Director.
  • Attends and participates in staff meetings.
  • Participates in budget development and management.
  • Maintains all contract compliance.
  • Serves as the point of contact for facility issues within assigned service area.
  • Provide leadership in the communities served by involvement on committees, speaking engagements, public appearances, and marketing objectives.
  • Direct any emergency situation that requires immediate decision.
  • Provide regular feedback from the community to the Management Team.

  • Type: Full-time
  • Hours: 40+ hours each week

Education and Experience Qualifications:

  • Master’s degree or PhD from an accredited university in the social or behavioral sciences is required.
  • Current Iowa Licensure as a Psychologist, Independent Social Worker, Mental Health Counselor or Marriage and Family Therapist is required.
  • Current certification as a substance abuse counselor (CADC or IADC).
  • Minimum of 3 years experience as a substance abuse or mental health counselor and 2 years of supervisory experience required.

Required Knowledge and Abilities:

  • Knowledge of the theories, principles, and techniques of problem gambling, substance use treatment. mental health, and co-occurring disorder treatment.
  • Knowledge of the psychosocial aspects of mental health issues and substance abuse.
  • Knowledge of the principles of recording and report writing.
  • Knowledge of the theories, principles, and techniques of supervision.
  • Knowledge of the public and private welfare, health care, mental health, and substance abuse agencies available to serve the community.
  • Knowledge of 42CFR and HIPAA Rules and Regulations and how they apply to Community & Family Resources.
  • Knowledge of applicable IDPH, CARF, and DHS Licensure/Accreditation Standards.
  • Familiarity with grant and contract administration.
  • Ability to apply previous experience and training to the provision of problem gambling, substance use, mental health, and co-occurring disorder treatment.
  • Ability to establish good working relationships with clients and staff.
  • Ability to secure appropriate information by direct and collateral interviews.
  • Ability to analyze problems presented, to bring agency/community resources to bear within policies and regulations, and to develop and implement effective courses of action.
  • Ability to prepare clear and concise case records and to keep other relevant records.
  • Ability to prepare regular and special written and oral reports.
  • Ability for public speaking.
  • Ability to apply skills in client evaluation, therapeutic planning, and research.
  • Ability to implement actions to ensure licensure/accreditation readiness and contract obligations.
